Is it true that this is a loose saddle support that you can take with you and hang it 'everywhere'?

This is indeed a saddle support that you do not have to mount using screws. You do need an edge over which you can slide the saddle support. The saddle support is often used on boarding stables where you cannot mount a support on the wall. After riding, slide the saddle support off the wall again.
